Description: External Evaluation of UNESCO’s Strategic Programme Objectives: SPO1: „Strengthening UNESCO’s global lead and coordination role for EFA and providing support to national leadership in favour of EFA” and SPO 2: „Developing policies, capacities and tools for quality education for all and lifelong learning as well as promoting education for sustainable development” – in the framework of Phase I of the mid term evaluation of UNESCO C/5 work programme biennial sectoral priorities.

United Nations Educational, Science and Cultural Organization (UNESCO) hereby invites qualified bidders to submit sealed tenders for consulting services to carry out the External Evaluation of UNESCO’s Strategic Programmes Objectives SPO1 „Strengthening UNESCO’s global lead and coordination role for EFA and providing support to national leadership in favour of EFA” and SPO 2: „Developing policies, capacities and tools for quality education for all and lifelong learning as well as promoting education for sustainable development” in the framework of Phase I of the mid term evaluation of C/5 work programme biennial sectoral priorities.
The core evaluation team will be comprised of two international consultants with the following required qualifications:
(a) advanced university degree in education, the humanities, public policy, or related field;
(b) a strong record in leading and/or conducting evaluations with the team leader having at least 10 years of professional experience in programme and project evaluation of relevance to policy making ;
(c) programmatic experience in Education or related areas
(d) excellent oral communication and report writing skills in English
(e) experience in Africa, Asia and Pacific, Latin America and the Caribbean and/or Arab States.
The other evaluation team members should preferably have at least 5 years of professional experience in evaluation with a focus on education related fields.
Preference will be given to evaluation teams that are multicultural with appropriate gender balance and geographic representation.
Depending on the evaluation methodology developed by this core team, other national consultants, advisers and/or agencies may be hired to contribute to the evaluation process. The time schedule for the evaluation is planned between January and May 2009.
The purpose of this notice is to provide general information on the requirements of the procurement process and to inform interested suppliers how to obtain a copy of the Solicitation Documents.
Interested bidders who wish to participate in the OIC must request a complete set of Solicitation Documents, available free of charge, from the UNESCO contact person at the address shown below.
The sealed tenders must be delivered to the UNESCO Headquarters in Paris on or before 06 January 2009, 17h00 (GMT+1) in strict compliance with the instructions as stipulated in the Solicitation Documents.
UNESCO reserves the right to amend the documents at any time during the solicitation process. Any amendments or clarifications will be communicated directly to all Bidders who have requested for a complete set of solicitation documents and officially confirmed their intention to submit a sealed tender. No remuneration will be made to companies for preparation and submission of their tenders.
